Shanghai to West Lake: plan the last mile beyond your charter drop-off

Background and scope
The Hangzhou authorities issued their traffic-management notice on May 27, 2024, for trial implementation from June 1, 2024. It distinguishes weekdays, weekends and short holidays, and longer holidays, with peripheral transfer arrangements. This evergreen article is not a new 2026 National Day traffic bulletin. Recheck current notices and on-site controls.
Agree a specific drop-off
Editorial advice: a booking that only says West Lake or Lingyin is incomplete. Send the attraction, date, group size and vehicle needs so the service team can check applicable access conditions and agree an achievable drop-off point. Attraction admission and vehicle access are separate checks.
Plan the last mile
If a local transfer is needed, allow for finding the stop, waiting, walking and rest breaks. For children, older travellers or large bags, confirm walking distances and transfer conditions. Arrange any storage explicitly rather than assuming it is available.
Plan the return meeting point
Your visit may end at a different exit. Agree the return location and a recognisable landmark in advance. Reconfirm driver access if plans change. Map distance is not the same as meeting time, and a restricted roadside is not a waiting area.
Keep a shorter option
Prioritise one attraction, then add activities only if time allows. Traffic controls or queues may justify shortening the visit or changing stops. Reconfirm service hours and costs; no vehicle is promised unrestricted access to every attraction.
